Fundamental to the Balanced Business Scorecard is the principle of measuring outcomes and performances. CobiT has incorporated these in the Management Guidelines.
IT's goals are measured by looking at CobiT's Information Criteria (contained in the CobiT Framework).
The Information Criteria are not of equal importance. Their degree of importance depends on the entity's business and the specific IT process under consideration. The relative importance (expressed in the graph below) express the expectation of the business and therefore the goal of IT.

The performance measures of th eenablers become the goal for IT, which in turn will have a number of enablers. These can be the CobiT Domains and the performance measures of the domains, becoming the goal of the underlying processes. This results in a cascade effect for the performance measures.
